Police say a Pennsylvania woman tortured her 2-year-old son with at least 15 cigarette burns while her boyfriend watched and laughed.
Anna Russell, 19, and her boyfriend, 25-year-old Enrique Soto, are in the Allegheny County Jail on several charges including aggravated assault, endangering the welfare of a child, reckless endangerment and conspiracy in East Pittsburgh.
Police say the burns were inflicted on August 1 and were discovered a week later when the boy's grandmother took him to the Children's Hospital.
According to WTAE, doctors who did an examination of the toddler 'found with a high degree of medical certainty that these wounds were consistent with cigarette burns.'
